PESEL is the 11-digit personal identification number issued to everyone living in Poland. Most health insurance, tax, banking and e-government (ePUAP, mObywatel) services cannot be completed without it, which makes it one of the first formalities for anyone relocating to Poland.
Who can get a PESEL?
Everyone who registers an address (zameldowanie) in Poland receives a PESEL automatically. People who cannot register an address may apply separately with a document showing that the number is required, for example an employer statement, a tax office request or a health insurance registration.
Required documents
- Valid passport
- Residence card or visa, if any
- Proof of address (lease agreement, landlord statement)
- Application form (wniosek o nadanie numeru PESEL)
- Without an address registration: a document showing the need for the number
Where to apply
Applications are made at the citizens’ affairs desk of the municipal office (urząd gminy / urząd miasta) for your place of residence. Larger cities may require an appointment. The number is usually issued the same day or within a few working days and handed over in writing.
Common mistakes
- Going to the appointment without proof of address
- Bringing a copy of the passport instead of the original
- Not keeping the document that states the number; later procedures ask for it
